IMo it depends on what kind of set-up you are starting.
If you are going HF with a T25, well then go internal cuz you don't have a WG flange on the mani, and hte turbo comes with one.
If you are going to drop some money on a custom mani, well then go external even if you don't use it, you can just block it off easily, you can't add one on as easily.

When you need to dump off more of the exhaust to control a big turbo, you need a big wg, internal or external. To be honest i think i would rather have an internal with an enlarged hole/flappper like a lot of dsm guys use
