People, you have to remember that IHI is the company name and they do make different sized turbos. What is the model on that turbo? Most people here call the "IHI" the IHI model RHB5 that came in the ford probe, Mazda Mx-6 and Some Subarus, Suzukis. This is the one I'm using, It is small, but close to a t25, and works pretty good with d-series turbo projects. But your turbo seems to be an even smaller IHI.

Like some people said, It will spool up like hell, quick around 2,000 maybe 2500 rpm's, but maybe at around 5,000 it'll be out of its efficiency(spell) range. It should work but It's better to go with a standard T3, there's a lot more possibilities with that style of flange.

ok i actually saw the link to your photo this time, that is a small ihi. mine is from a subaru, which is basically the same as the probe, just with different housings. that one looks like its from the chevy sprint turbo. it will work but it will be a little small. you could run that one off just two exhaust ports and be fine. maybe get another one just like it and do twin turbo? just a thought.
i wish they had maps of the ihi like they have for other turbos.
