Default How to take standard turbine housing off?

Sorry for the noob like question guys, but I figured its worth it to ask before I take the breaker bar to unnecessary bolts.

The t3 I got off ebay came with a nice surprise. Two bolt stems stuck in the turbine housing outlet's side, so I can't bolt a downpipe on correctly. I tried using power out bits, and guess what one of them broke off inside the stem. So now I can't even drill the one out if I wanted to go that route. The machine shop wants over $100 so I figured I would just buy a new turbine housing for it. Think thats an ok solution? So the question is, can you explain how to get the housing off, or point me in the direction of a writeup on it?

BTW, I read Jeff's write up how to rotate the center housing. Can I take the whole turbine housing off though doing that method or will it just let me rotate.
