service as in (blown turbo, bad seals, bad shaft play/in-and-out, chipped wheel)?
a typical rebuild go's for around 300 bucks, but you can replace the seals yourself and other parts like compressor/turbine housing's, center section, stuff like that. basicly things that dont get into having it rebalanced.
tdo5's are pretty cheap as is, it would probly be better off to just pick up another used one if your's is in that bad of shape.

what would you have to do for a turbo to need rebalancing. I rotated the centre section, comp housing and reomeved the shaft to fit a t25 wheel. Will this need rebalancing, what are the risks of not getting it rebalaced?

I'v heard there are 2 ways to balance a turbo,
1. the shaft, and wheels with nuts
2. the wheels themselves
I personally believe that for the extra cost of balancing, this will create a longer life of the turbo since u are rebuilding it anyways. Since you removed the shaft to add a different wheel, you can't put it back to how it was originally with the marking technique. Even the marking technique doesn't mean it is still balanced, but it is pretty close.
