Default HKS SSQV Fluttering

I know this bov is supposed to flutter under low boost but it seems to be doing it under high boost. Not getting the high pitched chirp at all. Anyone know how to fix this or is it a Compression surge because the bov isnt releasing quick enough. Let me know please

mine is recirculated and it flutters under like 10lbs of boost... so if it's recirc'd that could be it.

check and make sure the vaccuum line is not kinked or anything too.
