We just tried a few more things, I used a coat hanger to wire the gate completely shut, adjusted the timing, and disconnected the knock sensor.
I also have my wideband on this thing, and its throwing 12.0~12.5 before 6grand.. then at about 6500 it goes nice and rich 11.3~11.5 just wanting more boost. So fuel is all good.
I have no ------- clue...

I had a problem like that.I had a leak in my compressor housing.
I dont know what turbo he is using but the t3 has a flat seal ring on the center section that mates to teh compressor housing.Mine was busted from when I rotated it and didnt find out till later.I put some Honda bond on it and it seald good.

Sounds like a restiction in the system somewhere. Probably between the aircleaner and the intake. As the RPMs come up it reached the maximum airflow of the system and airflow stops right there. As RPM keeps going up something has to give and pressure ratio (ie: boost) starts to drop.
Try checking boost on the compressor outlet, then after the intercooler (but before the throttle body). I'm guessing your running a cone filter on the turbo inlet so a restriction before the turbo probably isn't the case. If you have an airbox 'n ---- still in place check it all Do turbo RX7s have an MAF? If so check it out. Maybe try a vacuum guage on the compressor inlet.

An FCD will stop the fuel cut but this doesn't seems to be that. Seems as though the Exhaust housing may be cracked and when hot at high rpm pisses a bit or maybe the seat on the waste gate is chipped or warped.
