Default Fixing the cylinder head changes the compression ratio ?

I wanted to ask something, I went to a garage the other day
,the mechanic took out the spark plugs and forced some compressed air into
the cylinder head cover and the water in the radiator rose a bit, that means
that i have a leek somewhere in the engine.
Now somebody told me that if i take the cylinder head cover to be repaired (overalled)
it will change the compress ratio and I would not be
able to put a turbo (T3)
because the compression ratio has changed. is it true?
All they do in the repair as far as i know is take the cylinder cover and add some material to it
and CNC off the excess

if they repair any leaks as far as valve seals and such, you will only regain lost cylinder compression, that is fine.

if they are machining the head surface so that it is flat again, they will be removing material, which will raise compression slightly, but you shouldnt be too worried about it unless they're taking alot off.

also, you could have an issue as simple as a headgasket to cause the leak you described.

As **** said, if they skim the head it will raise the compression. This is nothing to worry about because you can buy a thicker head gasket (eg Cometic) that will lower the compression to a more boost friendly range.
