you can leave the turbo on no problem, just make sure you have no fuel managment when you do the test. Or if you have an FMU you will be fine. Actually if you are using the AFC hack, you could lean it out, but it will be tough to get perfect, especially since some states are very strict.

No boost? at the emissions test the car shouldnt be making any boost on any of their machines period, and no a boost controller wont help you do that at all. The wastegate is set to a certain amount, and cannot open lower than that.
Turn the afc off? then you would run incredibly rich, (if you had the 450cc injectors) the stock computer would try to pulse them! definatly wouldnt pass.. :P If you had stock injectors, yes you could simply turn it off.

take the pin out of the actuator and use a spring to hold it open... this will certianly lower the boost to almost nil.. however most wastegates are still going to let some air go through the turbo even when wide open. im not sure how much boost it would create tho.
