I don't know how much proof that simple ebay listing is going to offer, they could just say "stock photo pulled from google"
Yeah your friend fucked up, the ss-autochrome products look all blingy and have a nice cheap price tag but the saying goes "you get what you paid for". Personally I would be much happier taking my chances on a junkyard turbo or two and getting a spare, in worst case rebuild a turbo myself.
This whole mess is going to be nice and complicated since I'm sure your friend's lawyer has had to contact another lawyer within the state that ss-autochrome resides in. There are some legal forms that you can follow up with, lookup the basic ebay rules for a good idea on fraudulant ----. If I'm not mistaken this is more of a federal matter and contacting the FBI might be an option (I can't remember the process - not compoletely sure).
Good luck with bringing those bastards down, they ---- people over daily, all the poor morons on ebay. The reason why ebay still lets them sell things is because ebay is fucked and is based completely upon the seller. Ebay power sellers opinions and requests out weigh regular ebay buyers everyday, reason: Ebay makes it's money by charging the sellers a fee, if ebay has a power seller that gives them hundreds of dollars each month then ebay really doesn't want to lose that paying member just cause a few pissant members aren't satisfied with their product.
Best recourse for the end users would be to dispute charges with credit card companies and do some searching before you buy something that seems too good to be true.

if only people realized that turbos need to be precision balanced and spin upwards of 150,000 rpms..
i wonder how much profit they make on each paper weight. to continue to sell a POS and know it, that is where they will pay for their crimes. i mean a weak manifold can be braced, but a turbo.. i hope things work out for you and your friend. if they don't get what they deserve now, well dont worry, they will somehow, someway, eventually.
