dude hydrocarbons (HC) is unburned fuel so you are running way too rich a stock cat isnt going to do much about that

good point. stock cat will help pass in other areas i wasn't paying attention

Try advancing your ignition timing to give the fuel mixture more time to burn. You are running pretty rich too because HC's are not even partially burned fuel, but completely unburned fuel. If you have bigger injectors, put the stockies back in. Or you could try leaning it out with your VAFC. I hope you can make it!

Install a MSD temporarily. I failed in MD for the same thing and after installing a 6AL and made no additional changes, I passed.

well it turns out oil is leaking into my #3 Cylinder... they want 1200 to fix it... valve job: giude seals...i guess...i said no.. could I just buy a new d16z6 head instaed?

pull the head yourself. strip it down bare. go to your local auto store and pick up some valve grinding compound and stick and lap the valves. take it to a shop and get it dipped(cleaned). order new intake and exhaust valve seals and a new cam seal. cleam your valves VERY WELL since they were not cleaned with the head. you do not want ANY of that compound to stay on. then reassemble the head and your done. be sure to get a new hg aswell and arp head studs while your at it(since you said your booted.. they are a good investment)
