it does... from the brake vacuum pump on the alternator (thats where it usually lives) and most existing diesel engines dont have an ecu...

they dont have any spark plugs either ;-)

You don't need a BOV on a diesel. Period. It will do nothing but sitt there on the pipe closed. Diesels can't sure because there is no Throttle body. The work though metering the fuel, not the air.

if you had a tps and a box that could read it, it could electrically trigger a vacuum solenoid driven from the alternator brake booster vacuum pump, and pull open the valve on lift off. this could help the turbo from slowing down too quickly... sure, its not needed, but it could help with any lag somewhat...

provided it is an engine with an injector pump on it.

i'm not saying that i'd bother, or that its worth it, but it could be done, and could have a benefit.
