A wastegate opens when it reaches a certain psi. There's a spring in there that regulates this. If you have a boost controller, it decreases the pressure that the wastegate sees, thus opening the wastegate at a higher psi.

a better question is what stock turbo is gated at 13-14 psi?

you're a dumbass, you still running an FMU? boost controllers can only raise boost. the only way to lower it is to change the spring or lengthen the actuator
