So how does it creep on 21psi, but not 14? That defies the laws of physics.

Glad your understanding of the systems on a turbo car are about as bad as your understanding of the physics behind them.

more air means its harder to control, right? has to be true, unless i have/had some wack turbo setup

No, less boost is harder to control, since then more exhaust must flow through the WG and bypass the turbocharger.
