there's no internal gate flapper to weld. maybe jsut blast some weld around the area to make it even w/ the top part of the flange?

if the flapper opens outwards, when you make your downpipe flange, just drill and tap a hole for a bolt and force it shut with a bolt.

I was playing with one of those turbo's not sure what gm# it was but I seem to rememer it being about the size of a garret t04e 50trim. which would be a quite streetable turbo. lag can be fixed with ignition retard and a two step. I have a holset hx35w on my 2.3L pos headed 4cyl and its noticibly larger than the turbo your talking about and I see full boost by 3700rpms oh and full boost for me is 23psi right now. shooting for 30 once I get the 800cc injectors in. only 7.8:1 compression. and at 6000+ ft elevation. and with the two step at 3000rpms and 16degrees of retard I see 11psi. no load.:)
