i have a friend of mine that wants to turbo his neon. what kind of fuel managment can he use, and where can he get a manifold for it? that is the only thing holding him back.

definitely tell him to check into using megasquirt management. lots more control and will drive nice. The rising rate regulator works for lazy people who want a car that never runs quite right.
as far as a manifold goes, there are a few options- mostly log style like I had. Tell him to check out www.neons.org/forums they've got a ton of good info there, and usually there's always a couple of turbo manifolds for sale in the classified section.
EDIT: If he at any time starts saying something about using an S-AFC, slap him upside the head with a quickness.
