95 d15 surges after boost

95 d15 surges after boost
i just turboed my 95 lx and after starting it up and boosting everytime it will surge. what causes this. as long as i dont drive and just let it idle it does fine, as soon as it hits boost it surges. its all stock and running 5psi.
