14b wastegate adjustment
TO run lower boost,
Cut the Actuator, Thread each end and then take a bolt, pipe whatever and tap the inside, put the two pieces to gether and make the rod LONGER to lowr boost.
Longer rod will hold the WG FLapper open a little.
Read the FAQs and llok at the Turbo Projects on the openning page. People have done and posted about it.
What car/engine. I was going to lower mine. First few drives it sucked so I put backl to the stock 8 psi.

I used to have a problem with my 14B wastegate where it (since it was rigged to work with HF manifold.. the stock bolt holes do not line up) it would hold the wastegate flapper slightly open which is what you are describing.
It sucked ***. It shot my spool time all to hell and would leak boost.
The only *real* way to lower the boost pressure would be to modify the internal spring. cut a little bit off of it or something so it has less tension.

look dude, there's no good way to lower the boost of a wastegate can. you can make the rod longer but you're just propping the flapper open and that's just dumb. those wastegate cans suck anyway, just weld the flapper lever shut and use an external wastegate.
