i recently purchased a 14b, and the wastegate is covered by a metal piece. The guy said that the exhaust from the wastegate can still escape out the exhuast hole that is right beside the wategate outlet. Is this true? anyone used this setup before?

 

I assume you mean the flapper.

the flapper is still free to move open and shut, but there is a metal piece bolted on to the flat part on it(where the gastket goes)
