14b's are a normal sleeve journal bearing, but are supposed to have 360* thrust bearings.

A restrictor would be a very good idea. I run one on all my turbos, including 14b's. Take into account a 14b was supplied oil from the head of the 4g63t's where they never saw over 45psi of oil pressure (according to dsm'rs), not to mention they had a thin line running to them stock.

im doubting it needs a restrictor, how many miles are on this turbo?
is this oil also in your intake tubes after the turbo?
if so your turbo needs a rebuild.
