You're right. I missed that part. In that case, I'd definitely preheat it. Try about 350 degrees for an hour in the oven...then weld it and put it back in the oven..letting it cool as the oven does.

Go to the autopart store and buy a 18x1.5 thread oil drain plug. The drill a hole in it and tap it the correct size. Would take less time than reading this thread!
