how long is it taking you to form a puddle? You should be able to weld half way around that piece of pipe in a few seconds, not minutes. I had some fucked up welds that looked like that when i first started with the tig, then i realized i had the torch on the positave side, causing the tungsten to burn off like crazy. But my welder didnt have pretty pictures like yours telling you what to put where.
FYI i weld schedule 10 stainless at 70-75 amps. using more heat and traveling faster keeps the workpiece from overheating.b

That's because the torch connection is connected to the (-) terminal inside the machine. I'm sure you can figure out why it wouldn't strike an arc.
DCEN or DC- implies the connection of the tig torch which is on the negative.
