I'd say you're on the right track with the bar stock going the whole way across the front and back of the seat.
Just use flat head socket head cap screws and countersink the holes in the bar stock to minimize the added height.
The tab would work, but this would be stronger

I usually find a good selection of metric stuff at Ace Hardware too. If it came down to taking the bolt head height or ordering ---- online, I'll take the bolt head.
