Thats looks like the new style correct? Any change the new tial is larger in diameter on the actuator, And the manifold was designed for the older style?

A drill, a grinder or sawzall or both, a couple chunks of steel bar stock, and a few minutes you'll be able to make that spacer in no time for dirt cheap.

exactly what I planned on doing..

actually planned on doing 2, one as a spacer and the other as the dump tube flange.. i could care less if it's not exactly the same shape as a wastegate flange

Cant believe nobody thought to bolt the wastegate on the other way (joke)
Is there any way you could remove some of the valve cover if need be, or does it hit the head?
Rig it with multiple exhaust gaskets for the temporary?

as said before.........if its a knock off, grind that bitch.

looks like the area that needs removal would fall between bolt holes. just make sure you do this with the diaphram removed or it might melt. and make sure to leave enough sealing area for the diaphram also

I would have the mating surface on the wastegate machined slightly, so that it angles the wastegate outwards away from the head slightly.
Not ideal but less invasive I think. SHould be pretty cheap, too.

That would change the angle of the threads though.

Yeah true, in retrospect, you could only do it to the wastegate. You might need to tweak the holes a bit and maybe grind some flat washers to be wedge shaped if it needs more than 5 degrees or so, so the bolt heads sit flat.
