Default Newb welder

I Have never Fabbed before and frankly im sick of spending money on ---- i can make. I am wondering what would be the best Type of welder to use / learn how to weld on.

i've never welded before but i'm planning on learning but from what i have read - a mig(uses gas argon) welder is the best to learn with.
yes? no? maybe?

Does that Harbor freight 151 plug into the standard house plug or would i need a dryers 220.
