do you have a chop saw or angle grinder? If so you can do that and mark it up and have someone else weld it. Not the best route, but would surely work.

Yeah go to a mom and pop place and throw some guy $20 to weld together something that you already made up.

Just make all the cuts and mark them with a sharpie so that it is easy for him to weld that bitch up.
