Default turboedit ?

I'm just kinda new in this computer stuff so I need lotts of help. So far I have a 91 integra which I believe is a OBD0 right? So I've decided to run turboedit.. My understanding right now is that I have to go to turboedit.com and load the program that will fit my needs, How would I know if this will be the right program that I need? Second when I find the program I supposed to load it in my computer correct? which later I have to buy a chip burner so I could load the program in the chip?? Where can I buy the chip and what kind? Where can I buy the chip burner and what kind should I buy?? So after all this I have to solder the chip into my ECU and basicly get a laptop and play w/ it or try to tune it?? I'm not sure If this is right so can anyone explain to me if I'm on the right track. If not please help me out, I wanted to run the turboedit, I heard there pretty good w/ OBD0 thanks for all help....
