Re:running way too rich help

well first off i always get 60 psi of fuel. idle or not. the waste gate is closed for sure because now i get like 4 pounds of boost and its a 97 integra with a jdm p73 type r ecu. now im running across some more problems. when i rev the car, air comes out of my blow off valve and the intake side of my turbo. So it goes in the turbo and when i shut the throttle some of it comes out. I thought that was what the blow off valve does.
