Yes you can tap into the Tach wire. I do beleive it's the blue/white wire as well. You can also get the signal from the distributor. I'm not exactly sure what the colors are, so maybe someone else can reply to this that definately knows before you go ahead and try.

There are two wires that I've found that are the easiest. I have a 93 civic dx, so your wires may be different but...
Try the vehicle speed sensor wire in the ecu harness. that's easy to get to. also, in your engine compartment, in the very upper right corner (by the brake fluid resivoir) there is a blue/white wire used for cruise control. my car didn't have cruise control so I just plugged in my autometer tach to that. works great.

If you go to www.apexi.com they have pinouts for all common honda ecus. just look under documentation-->SAFC wiring manual. One of the wires they marked is the engine speed sensor.
