Problems getting fuel to lean out in crome.

Well this problem is on my personal car and Ive haven't had it happen on anyone elses.

Setup it an F22a1 head f22b1 bottom end.
dsm 510cc injectors
xenocron 255lph fuel pump
stock FPR? is this the problem?
evo8 turbo on 9psi
I'm using the xenocron version of crome

Basically I have my afr in boost at 11.5 all the way up until about 5800 rpm from there in goes rich almost to 9:1.
Ive pulled an pulled fuel from the map definatly in the right cells but I can't get it to lean out to 11.5
