i don't know if that engine ever went OBDII, since it was never offered in the states. if it did, then any OBDII logger should work. try www.pocketlogger.com
if you want engine management, a honda ECU can be retrofitted to almost any 4cylinder engine. i have one running the 3SGTE in my MR2. you just have to find a way to mount the distributor. i mounted it in the stock location, others have made a mounting plate and drive key that bolts to the cam wheel to drive the distributor.
that's if you want to go cheap...
