It's more than likely stored inside the Microprocessor. It's the big one with NEC on it. I doubt the smaller surface mount chips are ROMs, but I can't see the part numbers. You'll have to pull the datasheet to get the pinout on that chip. They usually don't read like standard ROM chips. Is that an OBD0/1 ECU? What kind?
