ok my man heres the answer if you had my problem. the reason i think i know is becaus ewhat you describe sounds dead on what i experienced. What is happening is that your afc is not hooked up right and is only operating on low vtec tuned fuel maps. the high vtec is not tuned to negative 40 or so like the low cam fuel maps.
Your afc is set incompletely to fix this you need to:
1.enter the narrow throttle settings for fuel (not values but the settings menu: narrow throttle)
2. set the values for low cam
3. hit the > (right arrow) key to enter high cam values
4. do the same for wide throttle.
mine did the same thing and it was merely dumping fuel because of programmer error.
if it isnt this check your vtm wire , your vtec wires, and solder all connections if not already soldered.
My friend didnt solder and his car would not activate vtec (no signal duh) because loos connections.
hopefully that solves your problem, it has saved a couple of my friends hours of guessing.
