Default Do you need a FPR with FMU?

Just wondering if you need a FPR to run with a FMU. I don't understand why people use a FPR with FMU's because I thought FMU's were just a rising rate FPR. I was thinking about it a bit and the only thing I can come up with was that adding a FPR to a FMU esentially makes it an adjustable FMU?

If that's the case, then wouldn't it be better/easier to keep the oem FPR and just buy an adjustable FMU?
