02 civic D17, what is the best option for EM?

If it is NA and needs the timing advanced you run a large injector and take out fuel. Let's understand the system before we deride it.
Few NA cars need timing pulled. B-series always want 30-32 degrees regardless of what you do to them.

i see a NEO being much less frustrating.

For a piggyback, you will like it. You have full control of how you want it to go down... fuel and ignition and O2 tables vs RPM/TPS/MAP/etc. You'll need to spend a minute reading the AEMpower forum before you step to the car, though, as fooling some of the OBD2 ECUs is tricksy.
By way of example, Scion tC. Scion tC tune for ~stoich with a factory wideband for part of the WOT event thanks to the drive by wire setup. In a boosted setup you have to spoof the factory wideband input with some current to trick the ECU into injecting enough fuel. The FIC can do this. Interesting ----.

I am hoping and dreading at the same time...he has the Comptech Hyundiata Reflash for the 5-6 psi kit with stock injectors...so I ASSume they have built in boost tables and a proper retard built in. Since we are only upping the boost, changing injectors...I am hoping minimal shizzle will actually need to be "Fooled" with...I just hope HD and Comptech dont have a boost cut built in :1
