Just to compare, stealing internet from my neighbors I get this, no wonder I am in the comp lab so much!!!

I'm not sure what you're trying to say. I'm not saying they're capping your speed in general, just P2P traffic. Based on your previous post you are getting about 26 megabits/sec which is damn fast. I bet you don't download torrents or anything else from P2P at that speed though. The 26 MB/s only applies to web browsing and downloading.

The 26mbps doesn't really apply to anything. It's very rare he'll find servers/clients that are uploading at that speed, but at least his connection will never be the bottleneck when downloading...
