Cause there is no USDM B16A1 OBD-0 ECU
you wouldn't really have to use a b16 obd1 ecu, you could use one from a b18 i'm sure would work fine enough to do a smog test.

The B18 will cause it to run way to rich. Tried it and it failed.

Well the new law is that you must have usdm ecu for the motor swap of the same obd. So if you have an ---- smog ref you can't smog an obd 0 b16a. A buddy of mine passed with his in his rex because the ref was more concerned with vacuum lines and the sniffer. Just depends on which one you go to. I hate smog out here. I have to swap in a stock motor in my civic just to do smog this month.
