Default Timing belt install

So i'm putting my integra back together and i get to the part where the timing belt is supposed to go on. But it seems like its too short, everything is lined up correctly. Tension er is loosened. Still almost quarter inch from slipping over the edge. What to do?

what motor is it?
is it completly LS ? is it ls/vtec? which water pump and oil pump are you using? if you are using anything from a GSR or b16 you need a Gsr timing belt.
