OK what will a dohc zc run in quater...

full headwork with stg 2 regrind cams basicaly everything else is stock...

450cc injectors and a chipped pm6 with a fairly good tune to the car...

a 14B setup runing 10-12 psi...

in a crx...

also will the zc hold 12 psi safely...if not what can i do to make it so i can push 12...

Sorry buddy...too many factors involved to even bother to try and calculate a number. Here's an example...local guy has a boosted 95 gsr that makes 575hp (roughly, unless he sinks another sleeve :1) on a dart b20 block and a t4. But at the track he can't make it any faster than a mid 12 second pass. :P Don't expect to break the 12 second mark anytime soon, especially with a stock EF suspension. A b18a1 and a tdo5h/big 16g sitting somewhere near the 280hp mark only netted me 12's, and not with a stock suspension either.
