Default why would i only pull 10" of vacuum at idle?

My car runs like ----.. this is a freshly built ka-t with 0 miles on the motor. At idle i only get 10" of vacuum and i don't have any boost leaks. Where could my vacuum be going?

right now, it idles fine and starts right up.

if you punch the gas it stumbles over itself from about 1-2.5k rpms.... then it revs up to about 3-3.5 but not any higher. somethimes i have to feather the gas to get it that high or it just coughs and dies. What could be causing this? I just checked my afc wiring and settings, i unhooked the bov, so it's not open and not leaking at idle, i don't have any major boost leaks, and i have no idea what to check next. any suggestions?

it's not a big vac. leak... i hooked up a boost leak checker all the way on the turbo side of the piping and pressurized the whole system. There were some small leaks i plugged, but nothing big enough to do this.

.. you'd think it would be though.

is there an exhaust restriction or something? From your description it sounds like the motor wants to run (that is, if it is idling smoothly), but something is preventing it.
