The guy damn near fucked up my car pretty bad today and I just want to find out if the bullshit way he was acting is because he is a 15 year old ricer or a 35 year old retard.

Sinister, those places are all scams, they will just give you a link to another investigation service that will cost more after you pay them. ask someone in the dmv.

 

Actually it isn't against the law. They are open records. There are only a few states that you can't get this info in, and North Dakota isn't one of them. I'm just trying to find out a way to get the info without paying $20-30.

Plus, Bukakke is a terrorist, he doesn't need to follow no stinkin laws.

 

All you have to do is call the local dmv with that plate number and they have to give you his full name and address.
