my buddies lancer w/ evo turbo setup is essentially an Evo turbo manifold with a lancer header flange welded OVER the Evo flange, and slightly ported to fit

That site sucks. How will it help him make an adapter plate. It doesn't even have a 14b inlet flange to even weld onto a manifold. Yeah they can make a flange since it's not on their list but did you read this.
"Yes, We have the ability to make almost anything, however, you
can expect to pay 3-4 times the normal amount you see listed in the
catalog. The reason is you have to consider the cost of
programming and development. Most customers opt not to have
one flange made at $90. If that is what you need please contact us.
Plan on ordering at least 6-10 flanges of a certain type to offset the
price of production and programming."
BMC sells 14b flanges for 15 bucks a pop. Just buy one and weld it onto a HF mani or find a Y7 mani and cut off the cat and use that. Would probably work better.
