Something reliable and modifications don't go hand in hand too much. If you want a good car but a toyota corolla and be happy with it. If you want something to have fun with and work on, and be late to work b/c the the dam thing is more tempermental than a women during pms than a honda with a custom turbo kit is up your route

 

save it up and keep whatever you have if it is in running condition

You should be able to find a 92-95 hatch for that much. Just look and be patient.
But you will get one probably 100% stock, but nothing a turbo can't fix quick.

Try to find one for $2000 and turbo it with the extra 1k.

or come to FL and get my integra with a b16a swap for $3000
