Default to run higher boost

I'm in the process of purchasing a new car, i'm stuck on saturns, i have a 99 SL2, and i am gettin a 99 SC2, and i want to know if i should do the internal work first? or just get the turbo, get used to the boost, then do the internals and turn up the boost? and i've been looking around and it seems that all the turbo packages for the saturn are T3/T4 turbos...

any help would be much appreciated.

I once saw a SC2 turboed that ran 16.5s.

my car stock runs a 16.2, and i need faster. but thanks for the help, but i dunno if the engine even built can take the higher pressure.

me and friends at the shop make custom turbo kits for saturns and so far have ran like 10 or so psi i belve on one of htem (sL2's) they are surpising man, one went 13.3@92 cutting off at the 1000ft mark on a stock motor with a tiny t3. stock internals can take some beating, the rods are bigger than honda rods from what i have seen just gotta do some tuning
