What is the best radar detector or scrambler for under $150?

you are asking about two very different things. Get one that does each well. You really can't get a good one on the cheap.

Let me rephrase that, which electronic tool will prevent from me getting a ticket and costs less than $150?
I don't care whether it's a scrambler or detector, I just dont want a ticket.

Dont put your gas pedal down as far, its free and you wont get a ticket.
