Default Newbie needed help.....

Hi guys.... im new with turbo... very new to be exact... i learn as i go... anyway i have a tercel 1.5 sohc 3ee engine...got it for free.. so i decided to turbo charge it for fun.... i picked the 14b... and i blew my motor ... 9 psi is way too much for my tiny engine.. so now i was thinking about 4 daily and 6 when needed.... well how can i lower the boost on the 14b... i heard you can put washer in the actuator... im not exactly sure how to do that.. or you can also bleed the line or something along the way... well is there any method we can bring down the boost ... the lower the better.

Put washers inbetween the actuator and the turbo, which would(depending on the turbo)bring the actuator closer to the turbo slightly opening the wastegate, lowering boost. You cannot bleed air out of the line because that will raise boost.
