adjust the bov bolt with the engine running at idle. keep loosening the bolt till you see the bov open. when you see the bov open then tighten it a little more so its closed at idle. then test drive and enjoy the noise.

^ agreed. If you know the valve is functioning, and you are building boost at your plenum, it's gotta be the signal.

feel you need to measure the vacuum with a gauge. does your bov open freely? theres a seal in the bov that can stick. also the diaphram in the bov may have a small leak. the only way to find this out is by purchasing a vacuum gauge tool. there pretty cheap. u can get them at pepboys, advanced auto parts, etc.

Does the BOV vent to atmosphere or re-circulate? If you are boosting you should have a gauge to monitor, are you sure you are actually getting into boost? A large boost leak somewhere in your system may be preventing you from boosting, and not producing enough pressure to open the BOV when your throttle plate snaps closed. Buy or make a pressure testing kit and find & fix any leaks. If open atmosphere type, while idling, reach in w/ your finger and see if you can easily push the plunger and open the valve, air should rush out. If you can't take the BOV apart and clean/possibly oil/grease a little to ensure smoothe operation. Some BOV's don't have an adjustment bolt, you need to unscrew the BOV and add/remove washers to tighten/loosen the spring. My bet is a large boost leak and a tight spring.
