Default 1990 hatch with dohc zc swap

as the title states i have a zc swap but sometimes when driving it starts acting up. it starts sputtering then won't go over 2500 rpm's but if you turn the key all the way off then restart it it runs fine. if anyone can help that would be great.

Any check engine lights? All sensors connected? How recent was your last tune up? How is your fuel pressure? Can you rev it passed 2500 in neutral?

I suppose is a zc turbo right??

That sounds like you are running it without any EMS so your ECU goes into limp mode
