Default Does this work to lower boost on an internally gated turbo?

Saw this pic on an old thread. 14b with washers where the wastegate mounts.
Wouldn't that pull the actuator rod out a bit, causing it to not have to build as much boost to open the flapper door?

Got a 14b I want to lower the boost on, wondering if this will work..

The opposite, there's now more preload on the spring/flapper door. Almost so much, that the flapper might barely open, if even at all!
