Default zero compression in one cylinder?

bought an engine about a year ago. final put it in. wouldn't start, low compression. sprayed pb blaster down the clyinders and used starter fluid and got it started. runs pretty good, slight hesitation, just did compression test again. 190 in every clyinder and 0 in the second. head/valve? there is a little nosie coming from the head.

I'm going to take off the head, if I can find someone local with a good one to replace it with.

I just got back from driving it and it has a little hesitation, then the power kicks in like vtec or something??
