Default weird smoking issue

B18B, rebuilt about 1000 miles ago
Precision BB T3/T4 54 trim, .48 turbine
~4lbs of boost

The car starts and runs fine.

Before he brought it to me to tune, he was on a basemap and it smoked quite a bit. I tuned him yesterday, and 90% of the smoking went away.

It doesn't smoke while you're driving, not while up/down shifting.

The only time it smokes is when you let it sit at idle for a while(15+ secons) and then you start driving again. After you gas it a few times, the smoking goes away.

He has one of those cheap ebay oil restrictors, and it's turned down quite a bit. It would smoke a lot more when it was half way, so we closed it up a bit more(sits at 1/4 open now)

Any help would be appreciated guys. The smoke is blue, btw.
